Prediction Markets
in Iowa

Iowa is fully open for all prediction market platforms and carries a unique distinction: it is the birthplace of the Iowa Electronic Markets (IEM): one of the world's longest-running academic prediction markets, operated by the University of Iowa since 1988. Iowa also moved early on sports betting (August 2019) and has a favorable 3.8% flat income tax. CFTC-regulated platforms and the IEM coexist as separate systems under Iowa's open regulatory posture.

Iowa: where prediction markets were born in the US

The Iowa Electronic Markets, run by the University of Iowa Tippie College of Business since 1988, is one of the world's pioneering prediction markets. Originally created to forecast US presidential elections, the IEM uses real money (capped at $500 per account) and has consistently outperformed major polls in predicting election outcomes over nearly four decades. The IEM operates under a CFTC no-action letter, similar to PredictIt.

Modern Iowa prediction market traders have a rich legacy to draw on. Kalshi and Polymarket represent the commercial evolution of the academic model Iowa pioneered: larger capital limits, broader market categories, and institutional liquidity replacing the IEM's research-scale constraints.

IEM vs Kalshi: IEM caps accounts at $500. Kalshi has no stated maximum. IEM is limited to political and economic markets. Kalshi covers sports, weather, and dozens of other categories. For Iowa residents, IEM is academically interesting; Kalshi is the practical trading venue.
